“2023 was a very intense year for the Regional Hub for Climate Action Transparency in Central Asia (ReCATH). We started it by establishing connections with the main international transparency initiatives working in the region of Central Asia, namely FAO, CBIT-GSP and UNEP-CCC. We managed to find common areas of activity and join forces to address common challenges,” said the Executive Director of the Regional Environmental Centre for Central Asia (CAREC), Zafar Makhmudov, at ICAT Community Meetings 2024 in Bonn, Germany, 26-28 February 2024.
ICAT Community Meetings 2024 discussed climate finance transparency, building an NDC tracking framework using GACMO (Greenhouse Gas Abatement Cost Model), future transparency support needs and ICAT’s contribution.
ReCATH Project Manager Dilovarsho Dustzoda reported that since the beginning of the project, ReCATH has held 27 events, including 9 trainings and 12 workshops, the total number of participants exceeded 441 people (45% men and 55% women), the main stakeholders are experts and specialists of governmental organizations responsible for the development of climate policies and climate reporting under Article 13 of the Paris Agreement.
“We consider the focus on practical application of the acquired knowledge to be an important aspect of the training approach. According to the Training Survey Responses Overview conducted after each training in 2023, more than 70.5% of training participants highly rated the capacity building exercises, especially noting the practical applicability of the knowledge and skills learned, the remaining participants also positively assessed the significance of these exercises,” said ReCATH Project Manager Dilovarsho Dustzoda.
The ReCATH Project builds country capacity and creates a network of experts to help countries improve measurement, reporting and verification (MRV) systems. “By doing so, we will enable these countries to make informed decisions, engage stakeholders, fulfill their commitments under the Paris Agreement, and attract vital investments for climate change mitigation and adaptation initiatives,” said Dilovarsho Dustzoda.
The partnership expanded the Central Asia region to include participants from Eurasia and the Caucasus, strengthening cooperation and experience sharing on gender issues, NDC tracking, adaptation planning and methodology for tracking climate finance.
“ReCATH has demonstrated the results of capacity building and establishment of a sustainable working network of climate experts in Central Asia. This success, confirmed by improved quality of national GHG inventories and strengthened institutional arrangements, provides a strong argument for expanding project activities and seeking investments to strengthen the sustainability of the Regional Hub for Climate Action Transparency in Central Asia,” emphasized Zafar Makhmudov.
ReCATH has been actively represented at UN climate change conferences while partnerships with organizations such as UNEP, FAO and UNDP have facilitated peer-to-peer knowledge and experience sharing, further enriching our collective climate transparency efforts.
