
The Regional Climate Action Transparency Hub for Central Asia (ReCATH) is moving into its second phase. The new phase aims to expand ongoing efforts to improve climate transparency and reporting in the region, building on the outcomes of the initial phase and countries’ needs.
Recall, ReCATH was established on the basis of the Regional Environmental Centre for Central Asia (CAREC) with funding from the Initiative for Climate Action Transparency (ICAT).
Background. Strengthening Foundations
Launched in November 2021, the first phase of ReCATH focused on establishing a regional mechanism to support countries in meeting transparency requirements under the Paris Agreement.
The project supported Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan in building institutional and technical capacity, developing a regional network of experts, and organizing training programs on various aspects of climate reporting.
Over a three-year period, ReCATH organized 27 training sessions, reaching 441 participants, including 244 women, on topics such as GHG inventories, adaptation reporting, climate finance, policy impact assessment, and NDC tracking.
The initiative also supported the creation of regional working groups to facilitate peer-to-peer learning, experience exchange and technical collaboration.
Some progress was achieved at the national level. For example, Kazakhstan improved its national GHG inventory system, leading to the removal of its previous non-compliance status. Uzbeksitan has improved the structure of the GHG Inventory Report. All countries explored the use of the GACMO/LEAP models, and also countries began discussions around regional monitoring indicators for adaptation and a green taxonomy framework.
The first phase also helped initiate peer learning and technical exchange among countries, which was essential for identifying common challenges and opportunities for coordination.
Phase 2: Continuing and Expanding Support
The extension phase is designed to continue and expand support based on the needs identified during Phase 1. Key planned activities include:
- Launching peer-to-peer GHG inventory reviews to support improvements in National Inventory Reports (NIRs);
- Finalizing regional monitoring frameworks for adaptation, with a focus on the water and agriculture sectors;
- Developing a regional green taxonomy to support alignment with climate finance mechanisms;
- Organising additional technical training on GHG calculation methodologies, data collection and evaluation of LULUCF policies and tracking of LULUCF;
- Expanding access to transparency tools via the upgraded CACIP portal, including materials in Russian.
The project will also support participation in high-level regional and international events, including CACCC and COP30, to share regional experiences and communicate results to international stakeholders.
The extension phase aims to address remaining technical and institutional gaps while continuing to support cooperation and coordination among Central Asian countries.
By improving reporting systems and facilitating access to knowledge and tools, ReCATH contributes to the region’s ability to meet its climate transparency obligations.
The second phase of ReCATH reflects the continued interest of countries in enhancing their climate reporting systems and maintaining regional dialogue on climate action. CAREC will continue to support this process in close collaboration with national institutions and development partners.
