“Green Growth for Sustainable Development: Capacity Development for Policy Makers in Central Asia”

21 December 2015 in Astana hosted a regional training “Green Growth for Sustainable Development: Capacity Development for Policy Makers in Central Asia” and the celebration of the opening of CO CAREC in Kazakhstan.

Within the framework of ESCAP’s Green Growth Capacity Development Programme in partnership with Regional Environmental Centre for Central Asia (CAREC) and with financial assistance from Seoul Initiative Network on Green Growth (SINGG) was being organized the regional training on Green Growth for Sustainable Development: Capacity Development for Policy Makers in Central Asia and the celebration of the opening of CAREC in Kazakhstan. CAREC in KZ in the country leading its active and fruitful work to promote the role of CAREC with all stakeholders since February 2015 in Astana.

The main goal of regional training on Green Growth for Sustainable Development: Capacity Development for Policy Makers in Central Asia is to raise the awareness and train the policy makers of subregion to green growth policies and strategies.

In the framework of the training discussed market-based instruments for green growth implementation, including environmental tax and budget reform, anti-crisis potential of green growth, potential and benefits of green growth and green economy in Central Asia.

ESCAP’s Trainer of Trainers Capacity Development sessions were designed for maximum 30 people. This is the optimal number of participants for interactive learning. The ToT sessions required continuous access to computers connected to Internet. Upon completion of regional training in Astana, Kazakhstan, participants will be requested to complete online component of the training within the next 6 weeks to become certified as Trainers of Trainers (ToT).

On the results of an interactive learning participants of the training got personal certificates, and then they will pass a 6-week on-line component of training. CAREC plans to promote ToT courses on GG development strategy until 2020.

Sustainable development and economic growth in Central Asia can be achieved only through a "green economy" and the "green" growth policy. Support the exchange of experience and knowledge on the concept of "green economy" among all the countries of the region will be the key to regional sustainable development (UNEP, 2013). CAREC is the first regional organization involved in the preparation of the concept of "green growth" and the implementation of projects in this direction.

The main task of CAREC in KZ is to represent the CAREC in Kazakhstan and to fulfill the mission of CAREC in accordance with the Charter and the Statute of CAREC country offices.

The CAREC in KZ will be guided by the norms of international law, the legislative acts of the Republic of Kazakhstan. In accordance with the CAREC Charter the primary objective of CAREC in Kazakhstan is to assist the branch state agencies, local governments, NGOs and all stakeholders in addressing environmental problems in Central Asia at the national and regional levels. In addition, country office in Kazakhstan will help in the exchange and dissemination of information on environmental protection and sustainable development; will provide access to national and international databases in the environment, using existing structures and mechanisms. CAREC in Kazakhstan will promote co-operation on all (local, national, regional and international) levels between governments, ministries, agencies, businesses, NGOs and other interested organizations. Such cooperation contributes to the process of solving problems related to environmental issues and sustainable development, natural resource management and creating conditions for constructive dialogue, cooperation and coordination mechanisms.
