The Regional Environmental Centre for Central Asia (CAREC) is an independent, non-profit, non-political, international organization assisting the Central Asian governments, regional and international stakeholders in addressing environmental and sustainability challenges across Central Asia. By promoting dialogue and collaboration among all environmental stakeholders, CAREC has today become a leading regional knowledge hub in the field of environment and sustainable development recognized by national, regional and international partners.
CAREC announces the above- mentioned position with the following objectives and requirements:
CONCEPTUAL OBJECTIVES
• Conceptual development of "Human Resource Management and Development" direction into the organization;
• Development of the policies and procedures for recruitment of the core staff / staff members;
• Development and implementation of the electronic system: "Human Resources Management in CAREC";
• Development of job descriptions for the core staff / staff members;
• Development of Behavior Code for the CAREC employees (as CAREC is a multinational organization);
• Raising the level of work with Human Resources in the CAREC to the international standards level;
• Coordination of the main tasks for the above-mentioned areas, close cooperation with country offices, program units and departments of the organization;
• Creating an electronic administration system for Human Recourses Management of the organization (electronic database of employees, CV database of employees, involvement in projects, demand for capacity building, and so on.);
• The implementation of practical mechanisms for strengthening the capacity of employees in the organization;
• Representing the interests of the organization at all governmental authorities with labor and employment issues;
• Coordinating updates of organization’s policy and internal procedures, related to Human Resources management;
TECHNICAL TASKS
• Drawing-up, maintenance and storage of documents related to human resources and their movement: the admission, dismissal, transfer, vacation, etc.;
• Drawing-up and maintenance of electronic data bank on staff members (an electronic system and personal files);
• Preparation and submission of all required types of reports on personnel to all supervisory structures of Labor and Human Resources;
• Maintenance of security and labor protection issues (briefings, etc.);
• Organization of corporate events - team building, team meetings, holidays, etc .;
• Monitoring and updating the staff members’ table of salary covering;
• Preparation, collection and verification of monthly timesheets and progress reports of employees, the preparation of timesheets, requests for payment of wages, updating staff schedule, delivering letters of employment, updating job descriptions;
• Preparation of the schedule for vacation, monitoring outpatient time off;
• Management of the staff members’ evaluation system;
• Recruitment of new staff in accordance with the procedures of the organization;
• Adaptation of new employees - familiarization of new employees with internal policies and procedures of CAREC and staff;
• Preparation of proxies from the organization and work with a notary;
• Organization of team buildings and other activities/events aimed to strengthen the team spirit;
• Other tasks related to the work with the personnel and legal issues of the organization.
REQUIREMENTS FOR THE CANDIDATES
• At least five years’ experience in personnel management and legal affairs, preferably at international or foreign companies/ organizations;
• Bachelor / Master Degree in Human Resources, Business Administration, Law (preferably foreign universities);
• Fluency in English and Russian languages both written and speech;
• Strong commitment and loyalty to the organization;
• Ability to work in a multidisciplinary and multicultural team with good experience in establishing and maintenance of effective relationships with different groups of people;
• Flexibility, ability to cooperate and work with the various programs;
• Good knowledge of MS Office, Excel.
