Tender for the Modernization of the RiverBP.net Portal

The Regional Environmental Centre for Central Asia (CAREC), within the framework of the project “Climate-Responsive and Gender-Sensitive Basin Management” (hereafter referred to as the Project), announces a tender for the selection of a company to modernize the RiverBP.net portal.

The Project is part of the Regional Program “Climate-Sensitive Water Resources Management in Central Asia,” implemented by the German Society for International Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC).

 

Brief Description

The Eurasian River Basin Portal (riverbp.net) is an online platform that consolidates various knowledge products, analytical documents, scientific articles, and online courses related to water resources management and capacity building for basin management organizations in Central Asia.

 

Purpose of the Portal:

·       Dissemination of useful information and knowledge;

·       Providing universities and basin organizations with access to knowledge through courses and professional development;

·       Strengthening cooperation between universities and interaction among basin organizations;

·       Facilitating knowledge and experience exchange between universities and basin organizations;

·       Networking through the Community of Practice and forum.

 

Description of the Main Objective of the Technical Assignment:

Creation of a new website while retaining the old domain and transferring all information from the old site to the new one, as well as establishing an online learning directory with access to training courses, the ability to take tests, and receive certificates.

 

Main Goals and Reasons for Modernization:

·       Updating and Improving the Website's Appearance with Expanded Functionality: The current portal does not meet modern standards and appears outdated. A more contemporary and concise design is needed to attract more users, along with expanded functionality to keep it relevant. Technically, the platform needs to be migrated from Bitrix to another modern platform that meets current requirements.

·       Simplifying the Process of Accessing Information on the Website: A user-friendly and intuitive design will help users navigate the site more easily.

·       Replacing or Removing Certain Sections: Some sections of the site were either never filled or are no longer updated. These sections need to be renamed, merged with others, or removed. There is a need to create a virtual online space for specialized courses with the ability to assess learning outcomes.

·       Ensuring the Portal's Operational Stability: The current Bitrix PHP platform is limited, leading to frequent technical issues and additional costs for their resolution. Experienced web developers are required to update the portal, with subsequent transfer of technical support functions to the Client.

 

Key Requirements for the Contractor:

·       Legally registered company;

·       Experience with platforms featuring built-in online learning systems;

·       Proficiency in various programming languages and frameworks;

·       Ability to create modern and interactive designs;

·       High-quality and timely completion of assigned tasks.
