Civil Society Priorities Discussed in Dushanbe Ahead of COP31

Dushanbe, 2 October 2026. The Tajikistan Country Office of the Regional Environmental Centre for Central Asia (CAREC), together with the Tajikistan Climate Network of Civil Society Organizations (TajCN), organized the “Climate Dialogues” roundtable. Held at the Hyatt Regency Dushanbe, the event provided an opportunity to exchange experiences and strengthen civil society awareness of climate change issues.

Zebuniso Muminzoda, Director of the CAREC Tajikistan Country Office, delivered welcoming remarks and presented an overview of the forthcoming 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31). Her presentation set the context for discussions on civil society engagement in the international climate process.

TajCN Coordinator Yuri Skochilov presented the network’s positions ahead of COP31. International climate expert Alexey Kokorin, joining online, outlined the broader context of the upcoming negotiations and key issues for civil society organizations, and responded to participants’ questions.

Particular attention was given to the new generation of nationally determined contributions (NDCs 3.0) and civil society participation in developing proposals. Dilovarsho Dustzoda, Adviser to the CAREC Executive Director, also presented information on the work of the Global Environment Facility Civil Society Organization Network (GEF CSO Network).

Discussions addressed adaptation, access to climate finance, the conservation of mountain ecosystems and the protection of vulnerable communities. Participants emphasized the importance of considering the needs of farmers, rural women and young people, while promoting gender-responsive approaches and the principles of climate justice.

The roundtable provided a platform for knowledge exchange and discussion of civil society recommendations ahead of COP31. The dialogue strengthened cooperation among civil society organizations and explored their contribution to national efforts to build climate resilience.
