On April 13, 2022, a meeting on the project "Regional Climate Action Transparency Hub for Central Asia" (ReCATH) was held in Bishkek, Kyrgyz Republic in a hybrid format with a wide range of participants.
The meeting was held within the framework of the two-day conference "Central Asian Readiness Dialogue on Climate Finance through Interaction and Partnership". The event was attended by UNFCCC focal points, representatives of national authorities from Central Asian countries, international and expert community, environmental agencies and financial institutions.
Activities of Initiative for Climate Transparency ICAT were presented at the conference, where Mr. Oleg Bulanyi -Senior Programme Manager at the ICAT presented existing ICAT methodologies, as well as benefits for participating countries from implementation of transparency practices for climate action through ReCATH and work of the initiative with Articles 6 and 13 of the Paris Agreement.

Dr Olia Glade - Director for Measurement, Reporting and Verification Systems (GHGMI), as a representative of the international technical partner of the ReCATH project, gave a presentation. She detailed the project activities, the challenges faced by the Centre and presented the objectives and potential areas for needs and gaps analysis in Central Asia.
«Central Asian countries have ratified the Paris Agreement and are firmly on the path to mitigate and minimise the negative impacts of climate change. The implementation of the Paris Agreement means more frequent, more complete and more accurate reporting of data and the status of measurement, reporting and verification work. This in turn requires training and capacity building across all MRV components, as well as targeted technical support for climate change efforts in the region. Providing such support and helping to build a robust MRV system in the region is central to the ICAT project. This will require the involvement and concerted work of specialists in a wide range of MRV fields. The project team will make every effort to ensure the success of this work in order to do the work effectively, it needs to be done in a focused manner. Time, funds and resources on a project are always limited. In order to do so, we have to focus our efforts where they are most needed and will have the greatest impact (or be most effective)».
Speakers particularly highlighted that the Paris Agreement, as a key element of the multilateral climate process, provides for a five-year cycle of increased country ambition on climate change goals, countries have envisaged the establishment of the Enhanced Transparency Framework (ETF). Under this Framework, starting in 2024, governments will report on climate change actions taken and progress made with regard to climate change mitigation, adaptation and support received in a transparent manner.
The representatives of the countries participating in the project shared the experience of the Central Asian countries in updating the NDCs and developing a roadmap for the implementation of the NDCs, the calculation of greenhouse gas emissions, national reports, current challenges and the required level of support to meet the Paris Agreement obligations and other issues.
Also, representatives of the participating countries expressed their interest in building strong and sustainable transparency systems and support for the project and the importance of establishing a Regional Climate Action Transparency Centre, including for the attraction of climate finance.
Background information on the project:
The Regional Climate Action Transparency Hub for Central Asia (ReCATH) project is an implementation of the Initiative for Climate Action Transparency (ICAT) and has been implemented by CAREC since November 2021. The agreement to establish the Centre was signed at the twenty-sixth session of the UNFCCC Conference of the Parties (COP26) in Glasgow.
The Initiative supports countries in developing their capacity to establish and manage a robust and transparent framework that enables them to effectively implement the Paris Agreement. To this end, ICAT has created a toolkit with methodologies and transparency modelling tools that can be adapted to countries' needs. Activities include direct support to countries and the establishment of regional support centres and networks, such as the Climate Action Transparency Hub for Central Asian countries.
