CAREC and Ecolog Public Association Sign Memorandum of Cooperation

On 6 October 2026, in Tashkent, at the premises of the National Committee for Ecology and Climate Change, the Branch of the Regional Environmental Centre for Central Asia (CAREC) in the Republic of Uzbekistan and the Ecolog Public Association signed a Memorandum of Cooperation.


The Memorandum was signed by Nodirbek Rakhimjonov, Director of the CAREC Branch in the Republic of Uzbekistan, and Nargis Kosimova, Director of the Ecolog Public Association.

The Memorandum aims to strengthen partnership in the areas of environmental protection and sustainable development and to expand the participation of civil society organisations in addressing environmental challenges in Uzbekistan and Central Asia.

New Opportunities for Joint Cooperation

The Memorandum provides a framework for cooperation across a broad range of environmental areas, including climate change, the protection and sustainable use of water resources, biodiversity and ecosystems conservation, pollution prevention, sustainable land use, energy efficiency, environmental education and public awareness.

Particular attention will be given to the involvement of young people, local communities, volunteers and civil society organisations in environmental activities, as well as to conducting research, preparing analytical and educational materials, and promoting environmental initiatives.

The parties also intend to exchange knowledge and experience, organise joint conferences, seminars, trainings, round tables and public discussions, as well as jointly develop project concepts and proposals for national, regional and international partners and donors.

Civil Society as an Important Partner of CAREC

The development of cooperation with civil society organisations is in line with the approaches set out in the CAREC Concept for Engagement with Civil Society Organisations.

The Concept recognises civil society organisations as important partners in addressing environmental challenges, with practical experience, expertise and direct links to local communities. CAREC, in turn, serves as a regional platform for bringing together the knowledge, experience and capacities of different stakeholders.

One of the mechanisms outlined in the Concept is the joint development and implementation of projects with civil society organisations, including with the support of international partners and donors. The Concept also promotes stronger partnerships between NGOs, government institutions and the private sector at the national level.

The cooperation between CAREC and the Ecolog Public Association therefore represents a continuation of CAREC’s systematic efforts to strengthen engagement with civil society organisations and expand their participation in the environmental agenda.

From Dialogue to Practical Initiatives

The signing of the Memorandum provides a basis for further development of joint initiatives aimed at addressing concrete environmental and social challenges.

The parties are already considering potential areas for joint work, including an initiative focused on access to safe drinking water, with the possible involvement of private-sector partners.

Future cooperation may include the development of new project proposals, awareness-raising activities, engagement with local communities and young people, promotion of environmental practices, as well as mobilisation of additional partners and resources for environmental initiatives.

The Memorandum is valid for three years and reflects the parties’ intention to develop their partnership while maintaining the independence of each organisation. The implementation of specific projects and the assumption of any financial or other commitments will be subject to separate agreements.



CAREC continues to strengthen partnerships with civil society organisations, bringing together expertise, local community initiatives and opportunities for international cooperation to promote practical solutions for environmental protection and sustainable development.
