Regional practical training: Improving quality assurance process for GHG inventories through peer review in Central Asian countries

On July 1, 2025, a regional practical training on improving the quality assurance process for greenhouse gas (GHG) inventories through peer review was launched in Tashkent, Uzbekistan. The event is organized within the framework of the project Regional Climate Action Transparency Hub for Central Asia (ReCATH), implemented by the Regional Environmental Centre for Central Asia (CAREC) with the support of the Initiative for Climate Action Transparency (ICAT) and technical assistance from the Greenhouse Gas Management Institute (GHGMI).

The ReCATH project is aimed at strengthening the capacity of countries in the region in building and developing reliable, transparent, and sustainable measurement, reporting, and verification (MRV) systems, which support the implementation of commitments under the Paris Agreement. In particular, the project supports countries in transitioning to the reporting system under the Enhanced Transparency Framework (ETF).

From July 1 to 4, 2025, representatives of five countries of the region — Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan — will receive training on peer review mechanisms to improve the quality of GHG inventories. Participants will study quality assurance (QA) procedures, learn to apply practical tools and templates for peer review, and take part in hands-on exercises to review sections of national inventories in the following sectors: energy, industrial processes and product use (IPPU), agriculture, land use, land-use change and forestry (LULUCF), and waste.

Peer reviews help countries identify methodological gaps, improve data consistency, and increase transparency across all sectors included in national inventory reports. They provide constructive feedback on emission estimates, data sources, and calculation methods, ensuring alignment with the latest IPCC guidelines and international best practices.

For Central Asian countries, where technical and institutional capacities vary, expert review offers opportunities for joint learning and mutual support. Through regional platforms like the ReCATH initiative, countries are creating national teams of trained reviewers who can assess inventories and support their continuous improvement. This not only enhances readiness for future UNFCCC reporting but also contributes to building accountability and institutional memory in national systems.

It is important to emphasize that expert review fosters trust — both domestically and at the international level.

As part of the training, a "Train-the-Trainer" (ToT) session will be held to build participants’ capacity for knowledge transfer and support the development of a pool of national experts capable of training their colleagues in their respective countries. Following the in-person training, participants will continue their review work remotely, supported by GHGMI experts. The results of these reviews will be presented at a final technical workshop in autumn 2025, where recommendations will be finalized and peer review mechanisms will be integrated into national QA/QC plans.

 


This training represents an important step toward improving National Inventory Reports (NIR/NID) and, as a result, contributes to enhancing the overall quality of climate reporting, strengthening cooperation, and promoting knowledge-sharing in the Central Asian region.
