22 February – Rome – Italy – The Regional Environmental Centre for Central Asia (CAREC) hosts the side event “Transparency as the Foundation for an Effective Green Transition and the Achievement of Sustainable Development Objectives” at the Seventh EU-Central Asia High Level Conference.
The side event is held within the Project on the Establishment of the Regional Climate Action Transparency Hub for Central Asia (ReCATH) in hybrid format.
The side event brings together international and regional development partners, representatives of CAREC, ICAT and UNOPS, as well as participants from non-governmental organizations.
The side event provided detailed information about ReCATH in Central Asia, the actions of the ReCATH project and the role of transparency in various facets of a green transition, such as effective policy making and mobilizing climate finance.
The ReCATH Central Asia is a project of the Initiative for Climate Action Transparency (ICAT), which supports countries in developing their capacity to build and manage a robust, transparent framework that enables them to effectively implement the Paris Agreement. To this end, ICAT has created a toolkit with transparency modeling methodologies and tools that can be adapted to countries’ needs.
Currently, the ReCATH has adopted and implemented a collaborative approach that brings together the five Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) and supports technical experts and expert institutions in the region to build sustainable and integrated measurement, reporting and verification transparency systems.
During the preliminary negotiations at the project initiation phase, the five above-mentioned Central Asian states identified the following areas of cooperation as important areas of focus:
1. Application of methodologies and tools, and development of an approach to climate action monitoring in several sectors, including stakeholder consultations, institutional capacity, reporting mechanisms and processes, data systems and tools;
2. Regional dialogue and exchange of experiences through training on transparency, and facilitating regional exchange of knowledge on best practices and lessons learned.
Addressing climate change involves the implementation of mitigation and adaptation activities. Thus, Central Asian countries should integrate climate change into all national planning tools; strengthening institutional coordination and technical capacity with respect to climate change policy development; and implement activities in relevant sectors.
