Istanbul, Türkiye — September 29, 2026. The “BTR Solution Arena: Hands-on Technical Assistance for the Biennial Transparency Reports of Central Asian Countries” opened in Istanbul today. 5

The workshop is organized within the framework of the Regional Climate Action Transparency Hub for Central Asia (ReCATH) project, implemented by the Regional Environmental Centre for Central Asia (CAREC) with the support of the Initiative for Climate Action Transparency (ICAT). The Greenhouse Gas Management Institute (GHGMI) provides technical assistance and facilitates the practical training sessions.

The event brings together technical specialists and experts involved in preparing national climate reports, developing greenhouse gas inventories and assessing policies and measures.

The main objective is to support the five Central Asian countries : Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in improving the quality of their Biennial Transparency Reports (BTRs) and preparing for the Technical Expert Review process under the United Nations Framework Convention on Climate Change (UNFCCC). Particular attention is given to aligning reporting with the requirements of the Paris Agreement’s Enhanced Transparency Framework (ETF) and identifying practical solutions tailored to national teams’ needs.

Over the four days, GHGMI experts will lead practical sessions on institutional arrangements for BTR preparation, filling data gaps, quality assurance and quality control, applying flexibility provisions, and tracking progress towards NDC targets.

Participants will also examine methodological issues in greenhouse gas inventories across the energy, industrial processes and product use, agriculture, land use and forestry, and waste sectors.

By the end of the workshop, participants are expected to identify priority capacity-building needs and outline steps to improve their national BTRs. The event provides a platform for peer learning and regional cooperation to support countries in meeting their climate reporting obligations under the Paris Agreement.
