Central Asian Parliamentarians’ Platform: Second Regional Dialogue in Central Asia “Strengthening Policy Ambitions through Sustainable Consumption and Production and Circular Economy”

“The circular economy is not only about the efficient use of resources. It represents a new mindset aimed at creating added value without harming nature or future generations,” said Dr. Batyr Mamedov, Executive Director of the Regional Environmental Centre for Central Asia, during the Second Regional Dialogue of Central Asian Parliamentarians on “Strengthening Policy Ambitions through Sustainable Consumption and Production and Circular Economy.”

The Central Asian Parliamentarians’ Platform was initiated by the Regional Environmental Centre for Central Asia (CAREC) in 2016 with the support of the European Union. Its purpose is to establish a systematic, open, and constructive dialogue to discuss current issues of environmental governance in the region, as well as to facilitate the exchange of experience and best practices.

The Central Asian Parliamentarians’ Platform contributes to the joint development of legislative solutions that bring us closer to a model of sustainable development and green transformation in the region. For CAREC, this is not just a project, but a strategic mission — a way to unite the efforts of our countries on the path toward a cleaner, more responsible, and innovative economy,”
emphasized Dilovarsho Dustzoda, Advisor to the Executive Director of CAREC.

The event is held on 13–14 October 2025 in Almaty, Kazakhstan, in cooperation with the SWITCH-Asia Programme and the Regional Environmental Centre for Central Asia (CAREC).


According to the organizers, there is a growing recognition in Central Asia of the need for sustainable economic growth that balances environmental well-being with economic prosperity. In the face of increasing challenges such as climate change and rising waste generation, the transition from a linear to a circular economy has become a necessity. The circular economy offers a transformational pathway that preserves the value of products, materials, and resources within the economy for as long as possible — through waste reduction, improved resource efficiency, and systems that keep materials in circulation.

Building on this foundation, the Second Regional Dialogue aims to:

­   deepen parliamentary engagement;

­   identify practical policy reforms;

­   promote knowledge exchange;

­   and scale up circular economy practices in Central Asia through cooperation among the five countries of the region — Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.

An important part of the dialogue’s agenda will be the participants’ contribution to the development of the Regional Partnership Framework Programme on Circular Economy, the launch of which is planned for the Central Asian Environmental Summit 2026 (April, Kazakhstan). In addition, the programme includes field visits in Almaty to showcase successful circular economy solutions in practice.
