Greenhouse Gas Inventories: Central Asian Countries Strengthen Their Capacity

Dushanbe, Tajikistan – On February 2, 2026, a regional practical training on strengthening capacity in greenhouse gas (GHG) inventory development and policy impact assessment in the Land Use, Land-Use Change and Forestry (LULUCF) sector commenced today in Dushanbe, Tajikistan.

The training will run until February 5 and brings together representatives from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.

The event is organized within the framework of the Regional Climate Action Transparency Hub for Central Asia (ReCATH) project, implemented by the Regional Environmental Centre for Central Asia (CAREC) with the support of the Initiative for Climate Action Transparency (ICAT) and with technical assistance from the Greenhouse Gas Management Institute (GHGMI).

This training is a continuation of the regional training on inventory methodology and policy assessment fundamentals in the LULUCF sector, which took place in October 2025 in Bishkek, Kyrgyzstan. The new phase of capacity building focuses on deepening participants’ practical skills.

The main objective of the training is to further strengthen the capacity of national experts from Central Asian countries in developing GHG inventories and assessing the impacts of policies and measures (PaMs) in the LULUCF sector.

During the event, participants will work on assessing greenhouse gas emissions and removals, analyzing national policies, and improving data quality and methodological approaches in GHG inventories.

The training program includes technical sessions, hands-on exercises using the EX-ACT tool, country presentations, and discussions of key technical issues related to LULUCF inventories, including land-use monitoring, carbon accounting in soils and biomass, as well as accounting for trees in settlements and perennial crops. Particular emphasis is placed on experience sharing among countries.

The training contributes to improving the quality of national GHG inventories, strengthening regional cooperation, and building a sustainable expert community capable of supporting Central Asian countries in meeting their commitments under the Paris Agreement and the Enhanced Transparency Framework (ETF).
