On 27 August 2026, a meeting of the Expert Working Group of the Regional Forum – Meeting of the Heads of Emergency Authorities of Central Asian Countries was held in Almaty. The draft Regional Roadmap for Mitigating the Impacts of Transboundary Mudflows and Floods (Regional Roadmap) was reviewed in detail by the participants and proposed for approval at the upcoming Meeting of the Heads of Emergency Authorities of Central Asian Countries in Tashkent.
The Regional Roadmap is a strategic guiding document aimed at establishing a common regional approach to reducing transboundary mudflow and flood risks and strengthening cooperation among Central Asian countries. The document is based on an in-depth analysis of the region’s transboundary river basins exposed to mudflow and flood hazards. It incorporates a comprehensive analysis of national policies and risk-management measures, a detailed review of financing mechanisms, and stakeholder mapping.
An integral part of the Regional Roadmap is the Investment Plan (IP), which identifies the preliminary financial and investment needs for the technical design and practical implementation of protective measures at 10–15 of the most hazardous transboundary sites.
In addition to engineering and infrastructure measures, the Investment Plan includes two innovative components:
● Regional Online Catalogue of current and projected climate-induced transboundary natural disasters in Central Asia. This integrated web-based geographic information system will enable countries to exchange data promptly and coordinate their efforts in monitoring potential hazards.
● Guidelines on Nature-based Solutions (NbS) for mitigating the impacts of mudflows and floods. The Guidelines will promote environmentally sustainable approaches to strengthening landscape resilience across the region and introduce a methodology for assessing their cost-effectiveness.
The development of the Regional Roadmap and Investment Plan is facilitated by the Regional Environmental Centre for Central Asia (CAREC) under the regional component of the Resilient Landscape Restoration Project in the Kyrgyz Republic (KG RESILAND), which is part of the World Bank’s broader RESILAND CA+ Program.
The successful expert-level review of the draft in Almaty paves the way for its consideration for formal approval by the heads of emergency authorities of the five Central Asian countries in October 2026.
