On November 4, 2020, an online meeting of the Climate Network TajCN was held. The event was organized by the Youth Ecological Centre (Dushanbe) with technical assistance from the Regional Environmental Centre for Central Asia (CAREC), provided within the framework of Climate Adaptation and Mitigation Program for Aral Sea Basin (CAMP4ASB), implemented under the World Bank financial support.
The meeting was attended by members of the network from the Dushanbe, Sughd and Khatlon regions of Tajikistan. The meeting was devoted to developing the network's position on climate policy issues, including international negotiation processes. As you might know, the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26) will be held in Glasgow on November 1-12, 2021. Even though the fight against the COVID-19 pandemic remains a global priority, the climate change issue is also considered very urgent and requires urgent solutions from the international community.
The meeting participants decided to form a working group to develop the position of the Climate Network TajCN on issues of national and international climate policy.
The schedule of the most important climate-related events was discussed; joint actions in the current and outgoing year were outlined, icluding:
- Development of the Regional Network of Civil Society Organizations of Central Asia (RNCSO) position on climate policy issues, including the international climate negotiation process COP 26. This network was formed in 2019 with the assistance of CAREC within the framework of the CAMP4ASB project, and it includes climate networks of Tajikistan, Kyrgyzstan, EcoForums of Uzbekistan and Kazakhstan, and the Nature Conservation Society of Turkmenistan. The position development process will get started by local Central Asian networks, and then a regional position will be formed. The process of developing a national position began at the TajCN meeting on November 4, 2020.
- Conducting round tables, conferences and other events within the framework of the RNCSO. In December 2020, the TajCN network plans to conduct the round table "Climate adaptation at the community level". In April 2021, the national conference "The role of the civil sector in Tajikistan in support of climate action" is supposed to be held. In February-April 2021, within the Regional Network of Civil Society Organizations, the TajCN Climate Network is planning a youth climate campaign.
- Participation in the "Climate Dialogue" on November 10, 2020. On this day, Climate Action Network (CAN EECCA) will bring together Central Asian NGOs and government representatives at the "Climate Dialogue" to discuss plans for environmental recovery after COVID-19 in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The meeting will present the Central Asian position on climate policy of NGOs that are members of CAN EECCA on climate policy. This climate policy was then announced at the meeting of Central Asian foreign ministers and representatives of the European Union at the end of November.
The next meeting to discuss proposals for the document being developed will also be held online in early December. It will be organized by the Youth Group for Environmental Protection (YGPE) and the Khujand Aarhus Center.
Climate Adaptation and Mitigation Program for Aral Sea Basin or CAMP4ASB is implemented by CAREC and financed by the World Bank. Project aims to enhance regionally coordinated access to improved climate change knowledge services for key stakeholders (e.g., policy makers, communities, and civil society) in participating Central Asian countries as well as to increased investments and capacity building that, combined, will address climate challenges common to these countries.CAMP4ASB is implemented in Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan during the period from 2016 to 2021.
