TERMS OF REFERENCE
Purpose and objectives:
- Development of training materials based on the knowledge, experience, and practices gained during project implementation;
- Design and delivery of training programmes to strengthen the capacity of target groups in the field of Nature-based Solutions (NbS) and climate-resilient practices;
- Enhancement and dissemination of project knowledge and practices on Nature-based Solutions through digital platforms, including WOCAT, and in the media space;
- Facilitation of knowledge exchange and documentation of project activities and results, including coordination with the Knowledge Management and Communications (KMC) component of the CAWLN programme;
- Raising broad awareness among target groups about NbS approaches and opportunities;
- Ensuring wide public outreach on project progress, as well as the implementation and application of NbS approaches.
The consultant’s active engagement in the implementation of project activities shall be carried out in accordance with:
· the strategic objectives of Turkmenistan’s national programmes on environmental protection and climate change adaptation;
· Turkmenistan’s commitments under international environmental conventions and agreements;
· effective international practices and experience in integrating Nature-based Solutions (NbS) into the green economy of other countries;
The implementation of this assignment requires the engagement of a qualified national expert with experience in leading and implementing long-term environmental projects
DUTIES AND RESPONSIBILITIES OF THE EXPERT
- Assessment of knowledge needs on Nature-based Solutions (NbS) among the project’s target groups and in the pilot area;
- Development and implementation of a knowledge management strategy;
- Design of training modules and materials tailored to the needs of stakeholders;
- Provision of advisory support and guidance to creative teams working on enhancing environmental knowledge in Turkmenistan;
- Planning of trainings, seminars, and practical sessions in consultation with the Project Activity Coordinator and subject-matter consultants;
- Organization and delivery of trainings for the project’s target groups;
- Development and production of knowledge products, including reports, case studies, publications, infographics, etc.;
- Uploading successful project practices to the WOCAT platform;
- Support in thematic dissemination of CAREC’s ongoing activities and project results on the website of the Ministry of Environmental Protection of Turkmenistan;
- Support in the systematic publication of materials related to international and regional cooperation on the digital platform of the Ministry of Environmental Protection of Turkmenistan;
- Monitoring and evaluation of the effectiveness of training programmes;
- Other tasks as assigned by the Project Manager and the Project Activity Coordinator.

QUALIFICATION REQUIREMENTS
The candidate for the position of Specialist in Knowledge Management, Capacity Building Programme Development, and Training Delivery for the CAREC Project Office in Turkmenistan should meet the following requirements:
1.EducationHigher education in humanities, socio-economic, and pedagogical fields.
2.Work Experience
Experience in the implementation of and participation in environmental projects would be an advantage.
3.Skills
Good knowledge of the program objectives of Turkmenistan;
Strong communication skills;
Good teamwork and collaboration skills;
Analytical and research skills.
4.Languages
Russian and/or Turkmen (required); good knowledge of English.
NOTES:
· The currency of the proposal shall be in US dollars (USD);
· Payment method: bank transfer (non-cash payment);
· Payment terms: the expert’s services will be paid every month in accordance with the contract;
· Calculation and payment of taxes shall be the sole responsibility of the consultant;
· Ownership of results: all materials produced by the expert under this assignment shall be the property of the CAREC Project Office in Turkmenistan and may be used only with the permission of the CAREC Project Office in Turkmenistan.
