TERMS OF REFERENCE
Purpose and objectives:
- Enhancing the role of nature-based aspects of beekeeping in ecosystem and agricultural resilience.
- Improving the beekeeping management system at the local level.
- Supporting beekeeping and promoting its profitability as a livelihood activity in the pilot area.
- Strengthening the capacity of target groups to use beekeeping as a nature-based solution.
The consultant’s active participation in the implementation of project activities is carried out in accordance with:
· the strategic objectives of Turkmenistan’s national programmes on environmental protection and climate change adaptation;
· Turkmenistan’s commitments under international environmental conventions and agreements;
· effective international practices and experience in integrating nature-based solutions (NBS) into the green economy in other countries;
The implementation of this task requires the engagement of a qualified national expert with experience in managing and implementing long-term environmental projects.
DUTIES AND RESPONSIBILITIES OF THE EXPERT
- Analysis of the state of beekeeping and its areas of use in Turkmenistan and development of recommendations for further development.
- Assessment of the development needs of beekeeping in the pilot region;
- Study and analysis of gaps in the management of beekeeping development in the pilot region;
- Study of the needs of beekeepers for the implementation of nature-based solutions in ecosystem restoration and sustainable agriculture;
- Interaction with local executive authorities and local self-government bodies to improve the management of beekeeping;
- Mapping of melliferous (nectar-bearing) areas of the pilot region;
- Promotion of the use of beekeeping in ecosystem restoration and agricultural development.
- Maintaining records and reporting on the development of beekeeping in the pilot district. Preparation of interim and final reports on the achieved results;
- Coordination and monitoring of the activities of local project staff in implementing tasks to support beekeepers.
- Conducting training seminars and workshops for project target groups. Preparation of training materials on the use of beekeeping in agriculture.
- Performing other tasks assigned by the project activity coordinator or manager.

QUALIFICATION REQUIREMENTS
The candidate for the position of Beekeeping Management Specialist in the pilot area for the CAREC Project Office in Turkmenistan must meet the following requirements:
1. Education
Higher education in agriculture, technical sciences, economics, or other related fields.
2. Work Experience
Proven experience of working independently in business, and interacting with state authorities and local government bodies to promote initiatives and developments;
Experience in initiating, implementing, advising on, and preparing projects in the field of environmental resource protection will be considered an advantage;
3. Skills
Good knowledge of Turkmenistan’s national programme objectives.
Experience in organizing and coordinating with staff.
Experience in conducting fieldwork.
Strong analytical and research skills.
4. Языки
Russian and/or Turkmen (mandatory); knowledge of English will be an advantage.
NOTES:
· The currency of the proposal is US dollars(USD);
· Payment method: bank transfer (non-cash payment);
· Payment terms: the expert’s services will be paid every month in accordance with the contract;
· Calculation and payment of taxes shall be the sole responsibility of the consultant;
· Ownership of results: all materials produced by the expert under this assignment shall be the property of the CAREC Project Office in Turkmenistan and may be used only with the permission of the CAREC Project Office in Turkmenistan.
