12 months, with the possibility of extension. Probationary period of 3 months.

TERMS OF REFERENCE

Purpose and objectives:

-        Assessment and analysis of forest resources, existing forestry practices, and forestry development trends;

-        Utilizing the nature-based potential of forest resources to restore ecosystems and promote agricultural sustainability;   

-        Implementing nature-based reforestation practices to support ecosystems and agricultural sustainability;

-        Disseminating knowledge about nature-based reforestation opportunities through training sessions for target groups, in the media, and by sharing best practices on the WOCAT information platform.

The consultant’s active participation in the implementation of project activities is carried out in accordance with:

·       the strategic objectives of Turkmenistan’s national programs on environmental protection and climate change adaptation;

·       Turkmenistan’s obligations under international environmental conventions and agreements;

·       effective international practices and experience in integrating NBS into the “green economy” of other countries;

To carry out this task, we need to engage a qualified national expert with experience in managing and implementing long-term environmental projects

DUTIES AND RESPONSIBILITIES OF THE EXPERT

-        Assessment and analysis of the state of forest resources, current practices, and trends in forestry development in the pilot region of Lebap Velayat;

-        Identification of existing gaps in forestry development and the establishment of forest belts in the pilot region of Lebap Velayat;   

-        Assessment of the potential and opportunities for using forest resources as nature-based solutions for ecosystem restoration and agricultural sustainability;

-        In consultation with other project specialists, development of reforestation and forest belt expansion projects in pilot areas of the Chardzhou etrap.

-        Conducting tree planting, reforestation, and forest strip creation activities in collaboration with a local reforestation consultant, the local community, and civil society organizations;

-        Developing a watering schedule and monitoring the work carried out;

-        Supervising the work of a local reforestation specialist in monitoring the impact of irrigation regimes and standards on seedling germination;

-        Preparing educational materials on reforestation practices and the creation of forest strips, highlighting their properties as nature-based solutions for ecosystem restoration and agricultural sustainability;

-        Conducting trainings and building capacity among target groups on nature-based solutions;

-        Disseminating best practices in forestry and forest strips as nature-based solutions on digital platforms, including WOCAT, and in the media.

-        Coordination and interaction with international consultants;

-        Carrying out other tasks assigned by the project manager and the activities coordinator.

-        Supporting the systematic publication of materials related to international and regional cooperation on the digital platform of the Ministry of Environmental Protection of Turkmenistan.

QUALIFICATION REQUIREMENTS

Candidates for the position of Forestry Specialist at the CAREC Project Office in Turkmenistan must meet the following requirements:

1.     Education

A college degree in agriculture, socio-economics, or other relevant fields.

2.     Work Experience

Experience implementing and participating in environmental projects and reforestation projects.

3.     Skills

Good knowledge of Turkmenistan’s policy objectives;

Good communication skills;

Good teamwork and collaboration skills;

Analytical and research skills.

4.     Languages

Russian and/or Turkmen (required); good

knowledge of English.

            NOTES:

·       The currency of the proposal shall be in US dollars (USD);

·       Payment method: bank transfer (non-cash payment);

·       Payment terms: the expert’s services will be paid every month in accordance with the contract;

·       Calculation and payment of taxes shall be the sole responsibility of the consultant;

·       Ownership of results: all materials produced by the expert under this assignment shall be the property of the CAREC Project Office in Turkmenistan and may be used only with the permission of the CAREC Project Office in Turkmenistan.
