TERMS OF REFERENCE
Purpose and objectives:
- Monitoring and assessment of CO₂ emissions and the impact of carbon sequestration as a result of pilot activities within Component 2, with a focus on data collection, methodology selection, and reporting.
- Development of a strategy facilitating the establishment of an effective regulatory framework for reducing CO₂ emissions;
- Development of an effective strategy facilitating the successful implementation of the project activities;
- Reduction of CO₂ emissions at the pilot site and enhancement of carbon sequestration through sustainable land use and natural resource management.
The consultant’s engaged participation in the implementation of project activities is carried out in accordance with:
· Strategic objectives of Turkmenistan’s national programmes on environmental protection and climate change adaptation;
· Turkmenistan’s obligations under international environmental conventions and agreements;
· Effective international practices for CO₂ emissions assessment;
To accomplish this task, the engagement of a qualified national expert with experience in managing and implementing long-term environmental projects is required
DUTIES AND RESPONSIBILITIES OF THE EXPERT
Monitoring of CO₂ emissions:
- Development and implementation of a monitoring system to measure CO₂ emissions and carbon sequestration resulting from pilot activities, including agroforestry, soil restoration, and forestry.
- Consultations with an international expert on the implementation of the most suitable monitoring systems for the conditions of the pilot area.
- Identification and application of methodologies for the quantitative assessment of CO₂ emission reductions and carbon sequestration, taking into account international standards and consultations with an international expert.
- Provision of support and methodological guidance to the organization or team conducting the baseline assessment of greenhouse gas emissions in livestock, fertilizer application, and rice production
Data collection and analysis:
- Oversight of data collection on land use, vegetation cover, biomass, and soil carbon content in pilot sites.
- Data analysis to assess the effectiveness of pilot activities in reducing CO₂ emissions and enhancing carbon sequestration.
Baseline assessments:
- In collaboration with the international consultant, conduct a baseline assessment of emissions of non-CO₂ greenhouse gases, identifying key sources and trends.
- Baseline assessment of CO₂ emissions and carbon sequestration potential for all pilot sites under Component 2.
- Establishment of baseline indicators to track changes throughout the project implementation period.
- Integration with Component 2 activities:
- Collaboration with other specialists (land use, water use, and biodiversity) to ensure full integration of CO₂ monitoring into pilot activities.
- Jointly with the international expert, implementation of innovative practices, including methane emission reduction technologies and sustainable livestock management.
- Provision of recommendations for the development and implementation of measures to optimize their potential for reducing CO₂ emissions and increasing carbon sequestration.
- Based on the work carried out, jointly with the international expert, development of strategies to reduce emissions from livestock management, fertilizer use, and rice cultivation.
- Together with the international expert, preparation and delivery of training activities to build the capacity of target groups in emissions inventory and mitigation strategies.

QUALIFICATION REQUIREMENTS
The candidate for the position of Climate Change Specialist for the CAREC Project Office in Turkmenistan should meet the following requirements:
1. Education
Higher education in environmental, humanities, socio-economic, or other related fields.
2. Work Experience
Experience in implementing and participating in environmental projects is considered an advantage.
3. Skills
Good knowledge of Turkmenistan’s national programme objectives;
Strong communication skills;
Ability to work effectively in a team;
Analytical and research skills.
4. Languages
Russian and/or Turkmen (required); good knowledge of English.
NOTES:
· The currency of the proposal shall be in US dollars (USD);
· Payment method: bank transfer (non-cash payment);
· Payment terms: the expert’s services will be paid every month in accordance with the contract;
· Calculation and payment of taxes shall be the sole responsibility of the consultant;
· Ownership of results: all materials produced by the expert under this assignment shall be the property of the CAREC Project Office in Turkmenistan and may be used only with the permission of the CAREC Project Office in Turkmenistan.
