Expected Duration of Assignment

The duration is to be planned by the International Consultant based on the Terms of Reference (ToR) for a total of 20 working days.

 

TERMS OF REFERENCE

Objective and Tasks:

-          Monitoring and evaluation of CO2 emissions and the impact of carbon sequestration resulting from Component 2 pilot activities, focusing on data collection, methodology selection, and reporting.

-          Development of a strategy to support the formulation of an effective regulatory and legal framework for CO2 emissions reduction;

-          Provision of methodological support for conducting baseline assessments of agricultural practices that contribute to non-CO2 emissions, focusing on fertilizer use, livestock management, and rice cultivation.

-          Development of an effective strategy to facilitate the successful implementation of project activities.

-          Implementation of best practices for CO2 emissions reduction at the pilot site and the enhancement of carbon sequestration through sustainable land and natural resource management

The consultant's active engagement in the implementation of project activities shall be carried out in accordance with:

·       The strategic goals of Turkmenistan’s national programs on environmental protection and climate change adaptation;

·       Turkmenistan’s obligations under international environmental conventions and agreements;

·       Effective international practices for CO2 emissions assessment;

To accomplish this task, it is required to engage a qualified international expert with experience in leading and implementing long-term environmental projects

ROLES AND RESPONSIBILITIES OF THE EXPERT

Duration: 20 working days

Objective: To study and get reliable data on the size and sources of non-CO2 emissions. At the same time, the expert needs to assess how well different measures work to reduce these non-CO2 emissions in Turkmenistan's agricultural and ecosystem restoration sectors, using innovative practices and technologies.As a result, the expert will develop recommendations and action plans to implement the non-CO2 emissions reduction strategy. These strategies and investment plans should serve as a roadmap to expand the use of innovative methods and technologies aimed at cutting methane ($CH_4$) and nitrous oxide ($N_2O$) emissions — the two main sources of greenhouse gases in agriculture. Additionally, the assignment includes creating methods for carbon storage in saxaul forests and wetlands. This will help improve ecosystem services and strengthen climate change mitigation actions.

Main Responsibilities:

-          Conduct a baseline assessment of non-CO2 emissions in agriculture, identifying the main sources and trends.

-          Coordinate, collaborate, and provide guidance to the organization conducting the baseline assessment of agricultural practices that cause non-CO2 emissions (focusing on fertilizer use, livestock, and rice cultivation).

-          Coordinate and work together with the National Climate Change Expert to complete the assignment.

-          Develop draft strategies and action plans (together with the national expert and research team) to reduce emissions from livestock management, fertilizer use, and rice cultivation.

-          Provide recommendations on using innovative practices, including methane reduction technologies and sustainable livestock farming.

-          Prepare training modules (together with the national expert and research team) to build the capacity of stakeholders in emissions inventory and reduction strategies.

-          Conduct training sessions for stakeholders on non-CO2 emissions inventory and reduction strategies.

-          Collaborate with the private sector to promote technologies that reduce emissions.

-          Interact and communicate with the project management and project activity coordinator.

 

3. Reporting and Key Deliverables

Baseline assessment report on non-CO2 emissions in agriculture and the ecosystem protection and restoration sector. This report must include conclusions and recommendations for activities to implement the non-CO2 emissions reduction strategy and action plans.

Upon completion of the assignment

Methodological guidelines for conducting baseline assessments of agricultural practices that cause non-CO2 emissions, focusing on fertilizer use, livestock, and rice cultivation, in line with international requirements.

Interim reporting

Draft strategy and action plans with practical recommendations for emissions reduction.

Upon completion of the assignment

Report on training activities, including recommendations and the training materials used.

Upon completion of the assignment

Stakeholder engagement report (report on interaction with stakeholders)

QUALIFICATION REQUIREMENTS

Candidates for the position of International Consultant on Non-CO2 Emissions Reduction Strategy for the CAREC Project Office in Turkmenistan must meet the following requirements:

1.     Education

University degree (higher education) in environmental, humanitarian, socio-economic, or other related fields.

2.     Work Experience

At least 7 years of experience in implementing and participating in environmental projects.

3.     Skills

Good knowledge of international requirements for baseline assessments of non-CO2 emission sources and levels.

Good communication skills;

Strong teamwork and collaboration skills;

Good analytical and research skills.

4.     Languages

Russian and/or good knowledge of English.


NOTES:

·       Proposal currency: US Dollars (USD);

·       Payment method: Bank transfer (cashless payment);

·       Payment terms: Payment will be made monthly based on the contract and submitted timesheets.

·       Taxes: Calculation and payment of taxes is the personal responsibility of the consultant.

·       Ownership of results: All materials prepared by the expert during this assignment are the property of the CAREC Project Office in Turkmenistan and can only be used with its permission.
