Implementation Specialist for the CAREC Project Office in Turkmenistan

12 months, with the possibility of extension. Probationary period of 3 months.

Number of Days

Estimated workload of 10 days per month

Purpose and objectives:

-       Coordination of the timely planning, implementation, and achievement of results of project activities under the FAO-GEF National Project “Catalyzing Nature-positive Transformations in the Agricultural Sector of Turkmenistan”.

-       Enhancing the resilience of ecosystems and agriculture to climate change, including through the application of Nature-based Solutions (NbS).

-       Promoting the concept of NbS in ecosystem restoration, sustainable agriculture development, and biodiversity conservation.

-       Implementation of project activities in line with NbS approaches.

-       Capacity building of target groups on the application of NbS.

The consultant’s engagement in the implementation of project activities shall be carried out in accordance with:

·       the strategic objectives of national programmes of Turkmenistan on environmental protection and climate change adaptation;

·       the commitments of Turkmenistan under international environmental conventions and agreements;

·       best international practices and experience in integrating Nature-based Solutions (NbS) into the “green economy” of other countries.

The implementation of this assignment requires the engagement of a qualified national expert with experience in managing and implementing long-term environmental projects

DUTIES AND RESPONSIBILITIES OF THE EXPERT

Coordination of Project Activities

·       Timely planning and organization of project activities.

·       Coordination and interaction with government authorities and institutions, public organizations, dehkan farms and their associations, farmers, and the private sector to promote project activities.

·       Coordination and interaction with consultants and project management on the planning, organization, and implementation of project activities.

·       Assessment of project results and achievement of objectives.

·       Coordination of empirical monitoring of field activities, including tracking and reporting on the impact of project interventions on ecosystem restoration, sustainable agriculture development, and biodiversity conservation.

·       Coordination of practical measures to achieve project objectives and implement Nature-based Solutions (NbS) principles.

·       Coordination of regular meetings with project staff and consultants, including exchange of views on the progress of project implementation.

·       Coordination of training activities, publications, and press releases to promote the project in the media space.

·       Coordination of the timely submission of interim and final reports.

     Implementation of Nature-based Solutions (NbS)

·       Assessment of knowledge needs on Nature-based Solutions (NbS) among project target groups and in the pilot area.

·       Assessment of stakeholders’ capacities to implement and apply NbS in ecosystem restoration and sustainable agriculture practices.

·       Communication and coordination with local executive authorities and administrative bodies to integrate NbS approaches into ecosystem restoration and sustainable agriculture practices.

·       Planning and implementation of NbS within pilot activities in cooperation with project partners.

·       Monitoring, evaluation, and analysis of observed impacts of NbS on environmental resources and agricultural resilience.

·       Preparation of training materials for workshops and seminars on NbS.

·       Development of international and regional cooperation within the project.

·       Identification and assessment of NbS implementation potential in the pilot area.

·       Development and adaptation of solutions for ecosystem restoration, sustainable land use, and water resource management.

·       Identification and analysis of project implementation risks.

 

3. Reporting and Deliverables

QUALIFICATION REQUIREMENTS

The candidate for the position of Project Events Coordinator and Nature-based Solutions Implementation Specialist for the CAREC Project Office in Turkmenistan shall meet the following requirements:

1. Education

  • Higher education in law, social sciences, or related fields.
  • An advanced academic degree will be considered an asset.

2. Work Experience

  • At least 5 years of experience in the implementation, advisory support, and development of environmental projects;
  • Experience working with environmental or natural resource legislation;
  • Experience in cooperation with government authorities and international organizations will be considered an advantage.

3. Skills

  • Good knowledge of national programmatic priorities of Turkmenistan;
  • Experience in organizing work and coordinating with personnel;
  • Experience in conducting fieldwork;
  • Strong analytical and research skills.

4. Languages

  • Proficiency in Russian and/or Turkmen (mandatory);
  • Knowledge of English will be considered an advantage.

NOTES:

·       The currency of the proposal shall be in US dollars (USD);

·       Payment method: bank transfer (non-cash payment);

·       Payment terms: the expert’s services will be paid every month in accordance with the contract;

·       Calculation and payment of taxes shall be the sole responsibility of the consultant;

·       Ownership of results: all materials produced by the expert under this assignment shall be the property of the CAREC Project Office in Turkmenistan and may be used only with the permission of the CAREC Project Office in Turkmenistan.
