
The Kick-off meeting of the OSCE Regional Working Group on Education for a Just and Inclusive Energy Transition (RTEET) in Central Asia, the official launch of the RTEET Regional Task Force took place.
The first goal of the RTEET group is to develop a curriculum for technical universities that train specialists for the renewable energy sector.
The meeting was attended by representatives of the ministries of energy and education of Central Asian countries, national energy enterprises, as well as universities and research institutes of the region.
The following results were achieved during the meeting:
1) Mandate confirmation and RTEET work plan.
The participants confirmed the need to establish the RTEET Regional Task Force and approved its terms of reference and work plan through May 2026. The group’s key role in advancing energy education in the region was emphasized.
2) Staff shortage and the need to modernize programs.
A critical shortage of qualified engineering personnel in the renewable energy sector was highlighted, against the backdrop of the low attractiveness of current educational programs. The need to develop modern courses that take into account the climatic and resource-specific conditions of Central Asian countries was underlined.
3) National priorities and pilot universities.
Each country identified its priority areas — from hydrogen and geothermal energy to digital solutions and climate finance. Partner universities for piloting the courses were designated in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.
4) Necessary conditions for launching courses.
For the effective implementation of renewable energy programs, laboratories, simulation platforms, and teaching materials are needed. International internships and experience exchange among university lecturers in Central Asia are also important.
The meeting was organized by the Organization for Security and Co-operation in Europe (OSCE) in collaboration with the Regional Environmental Centre for Central Asia (CAREC) as part of the OSCE project “Promoting Economic Empowerment of Women in the Energy Sector of Central Asia” in May this year in Almaty, Kazakhstan.
