Kyrgyzstan's parliament considers agreement on financing “One Health” Program

The Kyrgyz Republic’s parliament (Jogorku Kenesh of the KR) has begun work on ratifying an agreement to finance the “One Health” Program, the online publication Economist.kg has reported.

According to the publication, the Jogorku Kenesh Committee on Agricultural Policy approved in the first reading the ratification of an agreement with the International Development Association and the International Bank for Reconstruction and Development (IBRD, a World Bank entity) on financing the “One Health” Program, aimed at combating infections and ensuring food safety in Kyrgyzstan.

The total financing package amounts to USD 31.8 million. Of this sum, USD 1.79 million is provided as a grant, while USD 30 million is extended as a concessional loan. According to Economist.kg, the loan carries a 50-year maturity, includes a 10-year grace period, and bears a zero interest rate.

The implementation of the One Health Program in the Kyrgyz Republic is aimed at: 1) combating zoonotic infections - introducing systems for monitoring diseases transmitted from animals to humans and improving diagnostics; 2) controlling antibiotics - preventing antimicrobial resistance by regulating the use of drugs in veterinary medicine; 3) ensuring food safety - strengthening sanitary control at all stages of food production and processing.

In Kyrgyzstan, the regional component of the One Health Program focusing on pandemic prevention, food system resilience, and ecosystem health in Central Asia is already being successfully implemented. The Program is financed by the International Development Association/International Bank for Reconstruction and Development (the World Bank, acting as the administrator of the Pandemic Prevention, Preparedness and Response Trust Fund). The Program is being implemented by a quadripartite group comprising the Food and Agriculture Organization of the United Nations (FAO), the World Health Organization (WHO), the World Organisation for Animal Health (WOAH) and the United Nations Environment Programme (UNEP), with financial support from the World Bank, and the Regional Environmental Center for Central Asia (CAREC) acting as the program coordinator.

 

In 2025, Deputy Minister of Health of the Kyrgyz Republic Bubuzhan Arykbaeva was elected co-chair of the Regional Coordination Council (RCC) of the One Health Program. The RCC is developing concrete steps to strengthen cooperation in human, animal, and environmental health, food system resilience, and ecosystem protection through a unified regional approach in Central Asia.
