Today, everyone knows that addressing climate change issues needs the implementation of adaptation and mitigation measures in all areas, from national planning tools to the creation of a database on greenhouse gas emissions.
“Countries need to integrate climate change considerations into all national planning tools, strengthen institutional and technical capacities, carry out activities in relevant sectors, address data gaps and improve assessment methodologies, as well as collect accurate and up-to-date information to create and regularly update databases on greenhouse gas emissions,” says Oksana Kravtsova, a specialist at the ReCATH project.
The ReCATH (Regional Hub for Transparency of Climate Action in Central Asia) project is implemented by the Regional Environmental Centre for Central Asia (CAREC) with funding from the Climate Action Transparency Initiative (ICAT). For countries to effectively meet their commitments under the Paris Agreement, ICAT contributes to their capacity building to create and manage a robust transparent framework that also facilitates the transition of countries to new reporting under the Enhanced Transparency Framework (PPT). To this end, ICAT has developed transparency modelling methodologies and tools that can be adapted to the needs of countries.
The ReCATH project implements a collaborative approach that brings together all five Central Asian states and supports technical experts and expert institutions in the region to build sustainable and integrated Measurement, Reporting, and Verification (MRV)/Transparency systems.
In this regard, on September 25-29, 2023, ReCATH is holding a regional workshop on technical support “Institutional mechanisms and cross-sectoral issues of greenhouse gas inventory in Central Asian countries”.
The regional workshop aims to strengthen institutional arrangements for the compilation of national greenhouse gas inventories in Central Asia, improve the quality of reporting and documentation of institutional arrangements under the 2006 IPCC Guidelines and MPGs, address cross-sectoral issues for national greenhouse gas inventories in Central Asia (quality assurance/quality control and verification system, key category analysis, analysis uncertainties).
The seminar brings together experts from Central Asian countries involved in the preparation of greenhouse gas inventories.
They will enhance their knowledge and practical skills in improving and reporting on institutional arrangements and the Quality Assurance/Quality Control (QA/QC) system and verification of national GHG inventories by MPG and IPCC best practices, gain the necessary competence and improve practical skills in conducting and reporting the results of cross-sectoral analysis, and will be able to apply appropriate tools and approaches to documenting key elements national inventory systems and cross-sectoral analysis according to the 2006 IPCC methodology.
A feature of the regional seminar is the implementation of practical tasks by the participants before and after the training. The participants of the training will have 1-2 months to do their homework and receive advice from the trainer, which will be organized remotely. At the same time, participants will also perform practical exercises during the training to develop skills in working with tools and methodologies used to conduct intersectoral analysis.
During the training, participants will share knowledge and experience gained during the assignment, identifying how GHGI data is managed within the existing institutional framework, identifying strengths and weaknesses (including the use of tools), addressing gaps and mapping data sources.
