From 25 to 27 July 2023, Almaty, Kazakhstan is hosting an international training on tracking progress of national contributions under the Paris Agreement, conducted jointly by the ReCATH project of the Regional Environmental Centre for Central Asia (CAREC) and the CBIT-GSP Global Support Programme.
The training is conducted within the framework of the global CBIT-GSP project, in cooperation with the ReCATH project implemented by CAREC and funded by the Initiative for Climate Action Transparency (ICAT), which aims to support and strengthen the capacity of countries at the national, regional and global levels to fulfil their climate reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. To achieve this goal, the CBIT-GSP project establishes ten regional networks, including a network for Eurasia and a network for Central Asia and the Caucasus, which are important for strengthening South-South co-operation and sharing experiences among countries.
The Paris Agreement emphasizes the important role of national contributions in achieving long-term climate goals. These represent each country's efforts to reduce greenhouse gas emissions and adapt to the impacts of climate change. The Agreement also requires each Party to provide transparent information on the implementation and achievement of the NDC goals, including indicators comparing current or projected greenhouse gas emissions.
The training includes members of the regional network for Eurasia and the regional network for Central Asia and the Caucasus, who have identified the topic of NDC tracking as one of the priorities for capacity building in the area of transparency. The key objective of the training is to support the countries of the regional networks responsible for reporting on mitigation and NDC in technical understanding of the objectives, principles and actions related to climate change.
During the training it is planned to work on the following issues:
- To present useful information and experiences on climate reporting under the UNFCCC and Paris Agreement using common tabular formats (CTF).
- Examination of international experience in the use of tools to improve the technical assessment, tracking process and mitigation reporting development.
- Examining case studies on the application of the technical assessment, tracking process and mitigation reporting design as required by ETFs.
- Sharing experiences and lessons learnt in applying tools and approaches to the technical assessment, tracking process and mitigation reporting design.
- Identify common challenges and prospects for co-operation among groups of national experts on the technical assessment, tracking and mitigation reporting process.
The training will provide participants with an opportunity to discuss topical issues and share experiences in tracking progress of NDCs to successfully fulfil climate reporting commitments. It also strengthens partnerships and co-operation between countries, which will allow for a better understanding of the principles and practices of implementing mitigation measures.

The ReCATH project is an implementation of the Climate Action Transparency Initiative (ICAT), which supports countries in developing their capacity to create and manage a robust transparent framework that enables them to effectively implement the Paris Agreement and facilitate the transition countries to new reporting under the Enhanced Transparency Framework (ETF).
