COP30. A Huddle of Hubs How regional transparency hubs are transforming MRV system success

Belém – Brazil - 18 November 2025 - The team of the Regional Environmental Centre for Central Asia (CAREC) participated in the parallel session “A Huddle of Hubs How regional transparency hubs are transforming MRV (monitoring, measurement, verification) system success”, which was held on the sidelines of COP30 at the initiative of The Greenhouse Gas Management Institute (GHGMI) and the support of Initiative for Climate Action Transparency (ICAT). The event brought together representatives of four regional transparency hubs for climate action, who presented their achievements, practical approaches, and tools aimed at strengthening systems of climate monitoring, reporting, and verification.

Central Asia took a prominent place in the discussion. Dilovarsho Dustzoda, ReCATH Project Manager, presented the results of the Central Asian Transparency Hub, which operates under the coordination of CAREC and with the support of ICAT. The hub unites five countries of the region: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Participants were briefed on the hub’s key achievements for the period 2021–2025, as well as plans for its further development.

One of the major accomplishments has been the transition from the traditional training-based model to direct technical support for countries. The hub began participating in national reporting processes, assisting governments in improving GHG inventories and institutional arrangements. In Kyrgyzstan, the system for tracking climate policies was strengthened and BUR 3.0 was prepared. In Tajikistan, practical support was provided for the preparation of the country’s first national BTR. In Kazakhstan, Uzbekistan, and Turkmenistan, inventory methodologies were enhanced, QA (Quality Assurance)/QC (Quality Control) procedures were strengthened, and consistency of reporting documentation improved.

Another important outcome was the formation of a regional roster of experts. This structure brings together specialists from across Central Asia who provide mutual technical assistance and jointly address practical transparency-related tasks. Collaboration between national experts and international specialists from GHGMI enables effective and timely resolution of challenges related to inventory documentation, data consistency, and the development of mechanisms for monitoring the implementation of international commitments. As a result, countries in the region increasingly seek support from their regional peers, strengthening the sustainability of transparency processes and reinforcing national ownership.

The panel discussion underscored the importance of interregional knowledge exchange. Participants highlighted the successful mentorship models of the Caribbean Hub and the practical tools developed by Central American countries. Among the shared challenges, special attention was given to data consistency in the land use and agriculture sectors, as well as the need for stable domestic financing. Experts emphasized that strengthening transparency systems requires early engagement of young professionals and a combination of national and international expertise.

In closing, participants noted the strong potential for continued cooperation among regional hubs and expressed their commitment to further joint efforts to enhance transparency systems. Knowledge exchange and coordinated support help create a more resilient foundation for climate reporting and improve data quality in line with international requirements. CAREC and its partners reaffirmed their dedication to advancing regional collaboration and promoting effective approaches to implementing climate commitments.
