As part of the World Bank’s Resilient Landscape Restoration in the Kyrgyz Republic (KG RESILAND) project, a Comprehensive Review of Policies and Measures for Mitigating the Impacts of Mudflows and Floods in Central Asia, including a Gap Analysis (D3.1), has been prepared. The document is part of the preparatory work for the Regional Roadmap for Mitigating the Impacts of Transboundary Mudflows and Floods.
The review covers Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, as well as cooperation at the regional level. For each country, it provides a structured overview of the legislative framework, strategic and programme documents, mandates of key government agencies, and existing approaches to monitoring and forecasting, early warning, engineering protection, and financing of preventive measures.У
Particular attention is given to the analysis of existing gaps. Common challenges across Central Asia include insufficient density of monitoring networks in the mountainous headwaters of transboundary rivers, limited exchange of operational data between countries, a greater focus on expenditures for disaster response than on investments in prevention, as well as differences in terminology and risk assessment methodologies that hinder joint planning.
The regional section of the review examines existing cooperation mechanisms and opportunities for their further use in developing the Roadmap. This approach will help strengthen existing regional cooperation mechanisms without creating duplicative structures.
Priority areas for further action include pilot transboundary monitoring using paired hydrological stations, development of a regional geospatial information platform, expansion of early warning systems, hydrological modelling, and transboundary exercises.
The findings of the comprehensive review will be used to identify priority measures for the Regional Roadmap and to develop an Investment Plan aimed at reducing the risks and impacts of transboundary mudflows and floods in Central Asia.
