Integrated Water Resources Management: Central Asia Strengthens Its Capacities

Dushanbe – Tajikistan – 4 November, 2025 - The Regional Environmental Center for Central Asia (CAREC) held a regional training for water management specialists from Central Asian countries as part of the project “Climate-Responsive and Gender-Sensitive Basin Management”.

This initiative is a component of the Regional Program “Climate Sensitive Water Resources Management in Central Asia” implemented by the German Society for International Cooperation (GIZ) on behalf of the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC).


Representatives of water management organizations from the countries of the region took part in the training, including representatives of the Aral-Syrdarya and Shu-Talas Basin Inspections, and the Department of State Water Resources Accounting and Cadastre of the Committee for Regulation, Protection and Use of Water Resources of Kazakhstan. Tajikistan was represented by specialists from the Vakhsh, Kofarnihon, Zarafshan, Panj and Syrdarya River basin organizations, as well as by representatives of the Committee for Environmental Protection and the Land Reclamation Agency. Turkmenistan was represented by specialists from the Water Use Department of the State Committee for Water Management of Turkmenistan, the “Garagumderyasuvkhojalik” association, and the “Murgabderyaulanysh” production association under the “Marysuvkhojalik” association of the State Committee for Water Management of Turkmenistan. Uzbekistan was represented by specialists from the Amu-Surkhan, Lower Zarafshan and Amu-Kashkadarya Basin Irrigation System Administrations, as well as by representatives of the Scientific Research Institute of Irrigation and Water Problems.




The aim of the training was to enhance the qualifications of specialists in the water management sector for the further practical application of Integrated Water Resources Management (IWRM) principles. Special attention was given to basin planning, measures for rational water use, water-saving technologies, and the application of an inclusive approach to water resources management through the work of basin councils. Participants also took part in a practical exercise focused on developing negotiation skills.


Based on the results of the training, participants completed evaluation forms and received certificates. The event served as an important platform for knowledge exchange and for strengthening regional cooperation in the field of sustainable water resources management in Central Asia. 

The series of regional training sessions conducted by CAREC will continue in the coming months. The next event is scheduled for late November 2025 in Tashkent (Uzbekistan) and will focus on strengthening the Women’s Network in Water Management in Central Asia. 

Background:

From 2024 to 2026, CAREC is implementing the project “Climate-Responsive and Gender- Sensitive Basin Management”. The Project is part of the Regional Program “Climate Sensitive Water Resources Management in Central Asia” implemented by the German Society for International Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC).

The project’s goal is to strengthen regional cooperation among countries in the region by providing informational and theoretical support to stakeholders in the implementation of Integrated Water Resources Management (IWRM). As part of the project, 24 gender-sensitive trainings will be conducted at national, transboundary, and regional levels.
