CAREC has become a key partner of the Program for the Transboundary Water Management of Central Asia (TWMCA) of the German Society for International Cooperation (GIZ), funded by the Ministry of Foreign Affairs of Germany. Possessing a regional mandate and having practical possibilities for implementing the project in the field, CAREC was able to support the TWMCA program in the direction of promoting initiatives for regional cooperation and developing activities at the basin level in phases I and II. CAREC's participation in the TWMCA program in phase III was defined in the following important areas: (i) strengthening property (II) strengthening regional cooperation. The ability of CAREC to become a link on the one hand for representatives of various sectors of the Central Asian public (government bodies, NGOs, private sector) and on the other hand the opportunity to link Central Asia with international partners, makes CAREC a key partner in the implementation of the Berlin process.

Overall objective:

To improve internal project management processes that will enable CAREC to act as a regional coordinator, a catalyst for enhancing cooperation in water resources management, and in establishing CAREC as a regional knowledge center, able and willing to disseminate experience and results accumulated during the previous two phases execution of the program.

Specific objectives:

  • To strengthen CAREC’s regional role as knowledge center on WRM-related topics

  • To document and disseminate knowledge on water management and basin planning accumulated during Phase I and II of the TWMCA programme

To create sufficient and sustainable capacities with regard to WRM and water initiatives

  • Component 1. Providing CAREC with the opportunity to become a regional platform for sharing knowledge in the field of water management

  • Component 2. Documentation and dissemination of knowledge on water management and basin planning accumulated in phase 1 and 2 of the TWMCA programme

  • Component 3. Creating sufficient and sustainable capacities for water management and water initiatives.

  • ·Coordination and interaction of regional organizations us supported

  • Knowledge from the Berlin process is systematized and experience generated by GIZ TWMCA programme interventions is structured and available on www.riverbp.net

  • Meetings of Regional Organizations of Central Asia (EC IFAS, SIC ICWC, SIC ICSD, RCH, BWO Amudarya, BWO Syrdarya) were held to thoroughly discuss ways to strengthen and improve regional cooperation, their directions and mechanisms, as well as the next steps to further develop and coordinate joint action.
