The Regional Task Force on Education for Inclusive Energy Transition in Central Asia (RTEET) is a joint initiative of the OSCE and CAREC aimed at supporting human capital development for the green energy transition in the region. The project addresses the growing need for a qualified and inclusive workforce in the renewable energy (RE) sector by focusing on strengthening educational programmes, skills development, and cross-sectoral cooperation.
RTEET brings together key stakeholders from five Central Asian countries—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—including government ministries, universities, technical and vocational education and training (TVET) institutions, private sector actors, and development partners. Through coordinated national and regional efforts, the project seeks to improve the quality and relevance of RE education and training programs.
A key component of the initiative is the implementation of a regional needs assessment to identify gaps in workforce skills and educational programs. Based on the findings, the project will support the development of a pilot curriculum or module on renewable energy, taking into account national standards and the specific needs of the labor market. The project also promotes gender equality and youth engagement as integral elements of inclusive energy transition planning.
Ultimately, RTEET aims to serve as a platform for long-term cooperation between the education and energy sectors, fostering policy dialogue, capacity building, and knowledge exchange at both the national and regional levels.
The RTEET initiative is implemented by the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) , in partnership with the Regional Environmental Centre for Central Asia (CAREC), within the framework of the OSCE project “Promoting Women’s Economic Empowerment in the Energy Sector in Central Asia.” The project is generously supported by donors Austria, France, Germany, Italy, Norway, and Poland.
TARGET GROUPS: Ministries of Education and Ministries of Energy, universities and TVET Institutions, national experts and RTEET members, students and young professionals, civil society and non-profit organizations, regional and international development partners, media outlets and communication platforms.
OVERALL OBJECTIVE: To develop and strengthen renewable energy educational programmes across technical universities in Central Asia in order to create a future-ready and gender-inclusive workforce to support a just energy transition in Central Asia.
SPECIFIC OBJECTIVES:

To update or develop renewable energy curricula for universities and TVET institutions in Central Asia.

To establish and manage the OSCE Regional Task Force on Education for Inclusive Energy Transition (RTEET).

Regional Needs Assessment. A comprehensive assessment of workforce needs and existing education and training programs in the renewable energy sector across five Central Asian countries. The assessment will identify skills gaps, institutional capacities, and opportunities for curriculum development.

Stakeholder Engagement and National Consultations. Active involvement of national ministries, universities, TVET institutions, private sector representatives, and development partners through interviews, consultations, and working meetings to ensure the inclusiveness and relevance of project activities.

Development of Regional Task Force (RTEET). Establishment of a multi-stakeholder platform to facilitate knowledge exchange, coordinate efforts, and support long-term collaboration between the energy and education sectors at both national and regional levels.

Curriculum Design and Educational Innovation. Design of a pilot course or curriculum module on renewable energy, aligned with national standards and based on labor market needs, to be tested or introduced at selected academic and technical institutions.

Promotion of Inclusive and Gender-Responsive Education. Integration of gender equality and youth participation as cross-cutting themes, ensuring that education and training opportunities are accessible and relevant to diverse groups, including women and underrepresented communities.

Communication, Visibility, and Knowledge Sharing. Development of communication materials, organization of a regional kick-off meeting, and dissemination of results and lessons learned to promote visibility and encourage replication and scaling of best practices.
