The project “Strengthening the capacity of Turkmenistan and support to the country programming process and regional actions for addressing climate change related issues” is being implemented by the Ministry of Agriculture and Environmental Protection of Turkmenistan jointly with the Regional Environmental Center for Central Asia (CAREC).
This Green Climate Fund (GCF) Readiness project provides support to Turkmenistan in the field of climate resilience, meets its international obligations in the field of climate change, national development priorities and objectives by effectively and efficiently increasing access, management and monitoring of climate finance through the GCF. The project is aimed at ensuring the readiness of the country to interact with the Green Climate Fund, being an important and primary condition for ensuring the country's access to GCF funds.

Strengthen the capacity of key stakeholders and establish key mechanisms for managing and coordinating climate action and finance, and engaging systematically and effectively with the GCF. To this end, a Coordinating Mechanism will be established and operational and management processes and institutional arrangements for oversight and coordination of Preparedness will be formulated;

Implementation of a “no-objection” procedure for the development, review and approval of project proposals;

Development of a Country Program that covers not only a catalog of priority climate actions for funding through the GCF in Turkmenistan, but and examines the preparedness and project support measures needed to ensure that the programming of the GCF is firmly and sustainably based on the climate rationale, national needs and in line with established investment criteria. This project will initiate stakeholder participation and identify mechanisms for engaging and coordinating stakeholders throughout the country programming process;

Initiate discussion and explore the possibility of developing a regionally coordinated portfolio of climate projects to engage the Central Asian region. In particular, within the framework of this project, regional priorities will be identified, participants in the development of programs in the field of climate at the regional level will be indicated; summed up the results of current and planned programs; a list of regional projects was compiled and consultations were held with national competent authorities and accredited organizations (AOs) in the Central Asian region in order to prepare a final list;

Preparation of one Concept Note and Preliminary Feasibility Study for a regional project for consideration by the GCF.
