1.   Introduction

Building on the outcomes of the first Regional One Health Conference held in Dushanbe in October 2025, this second annual meeting marks an important transition from the program design stage to the phase of practical implementation. The conference is co-hosted by the Government of the Kyrgyz Republic, the Regional Environmental Centre for Central Asia (CAREC), and the World Bank, in collaboration with the One Health Committee under the Coordination Council on Public Health of the Cabinet of Ministers of the Kyrgyz Republic and the Quadripartite partners (FAO, UNEP, WHO, and WOAH).

The event takes place at a pivotal moment. The Kyrgyz Parliament has recently ratified the financing agreement for Phase 1 of the One Health program, unlocking significant investment to strengthen systems for preventing zoonotic diseases, combating antimicrobial resistance (AMR), and ensuring food safety. The conference will officially launch this national component, aligning it with regional strategies.

2.   Goals and Objectives

ー    Official launch of the Kyrgyz Republic's Phase 1 project under the "One Health for Pandemic Prevention" program, demonstrating high-level political commitment.

ー    Facilitate Cross-Sectoral Dialogue: To bring together ministers, technical experts, and development partners from the human, animal, and environmental health sectors.

ー    Foster Scientific Collaboration: To host a scientific seminar where researchers and practitioners from Central Asia and beyond can share evidence, discuss emerging threats (e.g., climate change and zoonotic spillover), and build a strong knowledge base for One Health action.

ー    Build Capacity: To equip participants with practical skills in scientific writing and poster preparation, linking them to a special issue of the peer-reviewed journal Science in One Health.

ー    Strengthen Regional Governance: To convene the 4th meeting of the Regional One Health Coordination Council (ROHCC) to review progress, approve work plans, and advance regional coordination mechanisms.

ー    Advance Operational Implementation: To provide a platform for Project Implementation Units (PIUs/PMUs) to discuss operational challenges, financial management, procurement, and inter-ministerial coordination for effective program delivery.

3.   Expected Outcomes

By the end of the conference, participants will have a clearer understanding of the regional and national One Health priorities, particularly the operational plan for the Kyrgyz project. They will have had the opportunity to shape the work of the ROHCC and will be better prepared to integrate One Health principles into their national policies and scientific work.

ー    Project Implementation Units (PIUs/PMUs) for the One Health program.

ー    National (Central) Veterinary and Public Health Laboratories.

ー    Members of the Regional One Health Coordination Council (ROHCC).

ー    Academics and Researchers from National Academies of Sciences and universities.

ー    Representatives of International Organizations (World Bank, FAO, WHO, WOAH, UNEP).

ー    Procurement and Financial Officers from relevant ministries.

5.   Format

一    Plenary Sessions: For high-level opening, keynote speeches, and main thematic discussions.

一    Parallel Sessions: To accommodate specific group meetings (e.g., ROHCC, PIUs) alongside the scientific seminar.

一    Scientific Seminar: Includes invited talks, selected oral presentations, and a poster session.

一    Capacity-Building Workshop: A dedicated session on scientific writing and poster preparation.
