On July 7, 2025, a regional training on methane emissions inventory from oil and gas systems, based on the 2006 IPCC Guidelines, kicked off in Tashkent.
The event is organized by the Regional Environmental Centre for Central Asia (CAREC) with support from the Global Methane Hub (GMH), within the framework of the project “Central Asia Capacity Building for Methane Emissions Reduction (CA CBMER).”
The training aims to strengthen the technical and expert capacity of Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, with Azerbaijan and Mongolia participating as observers) in assessing fugitive methane emissions from the oil and gas sector (IPCC category 1.B.2), and to support the development of effective monitoring, reporting, and verification (MRV) systems.
From July 7 to 10, participants will receive both theoretical and practical training on methane emissions estimation methodologies, learn how to calculate methane emissions from oil and gas systems at Tier 1 and Tier 2 reporting levels, build data flow maps, use checklists, and conduct peer reviews of national inventory report (NIR) chapters.
A key component of the training will be the development of national guidelines that will later be used in the preparation of National Inventory Reports (NIR/NID) under the Paris Agreement and the Global Methane Pledge initiative.
Key topics of the training include:
- Emission estimation methodologies for Tier 1 and Tier 2 levels in oil and gas systems
- Requirements under the Paris Agreement and the Global Methane Pledge
- Practical calculation exercises and preparation of GHG inventory report chapters (NIR/NID)
- Exchange of experience among Central Asian countries and Azerbaijan
On the final day of the training, a meeting of the CA CBMER Regional Coordination Committee will be held to discuss national priorities, next steps for the project, and opportunities for regional cooperation and expansion.
This training contributes to the formation of a professional community of experts in Central Asia, the development of the countries’ technical foundation for fulfilling climate commitments, and the strengthening of regional dialogue on methane emissions reduction.
