RESILAND CA+ Project in Turkmenistan

Publication date: 17 December 2025

The RESILAND CA+ project concept in Turkmenistan was presented during the Regional Dialogue on the Restoration of Landscapes in Central Asia in Tashkent, Uzbekistan.

As noted, the initiatives implemented under RESILAND CA+ aim to enhance the connectivity and conservation of natural resources in transboundary areas, strengthen the resilience of critical infrastructure—such as highways and railways—vulnerable to land degradation, and reinforce the resilience of cross-border communities through increased landscape productivity and expanded livelihood opportunities. The project also contributes to higher greenhouse gas absorption through restored landscapes.

Since 2022, Turkmenistan has actively engaged with the World Bank, participating in analytical and advisory initiatives, particularly within the framework of the RESILAND CA+ regional program. The main objective of the program in the country is to curb land degradation processes and enhance the resilience of natural systems through nature-based solutions and integrated landscape management.

Approximately 22% of Turkmenistan’s territory has experienced a persistent trend of land degradation over the past decade. RESILAND CA+ activities in the country focus on creating conditions for integrated landscape management, investing in priority landscape restoration areas, monitoring, knowledge accumulation, and promoting green financing.

In the long term, the project is expected to restore ecosystem services, improve soil fertility, stabilize rural economies, and support Turkmenistan in fulfilling its international environmental commitments, including the Paris Agreement and the UN Convention to Combat Desertification (UNCCD).

It is recalled that the Agency for Increasing Forests and Green Areas and Combating Desertification under the National Committee on Ecology and Climate Change of Uzbekistan hosted the Regional Dialogue on the Restoration of Landscapes in Central Asia on 9–10 December 2025 in Tashkent.

Government officials from Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, together with international experts, discussed enhancing regional cooperation in forest management and transboundary landscape restoration. The event was held under the World Bank–funded Central Asia Resilient Landscapes Restoration Program (RESILAND CA+), the largest ecosystem restoration initiative in the region, which supports climate resilience across all five Central Asian countries through projects implemented by national authorities.

The Program is aimed at strengthening climate resilience in urban and rural areas of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan.

The Regional Environmental Centre for Central Asia (CAREC) is implementing the regional component of the RESILAND Kyrgyz Republic, RESILAND Tajikistan, and RESILAND Uzbekistan projects
