From 1 to 4 July 2025, in Tashkent, Uzbekistan, the Regional Environmental Centre for Central Asia (CAREC) will conduct a regional practical training titled Improving quality assurance process for GHG inventories through peer review in Central Asian countries” under the Regional Climate Action Transparency Hub (ReCATH), with support from the Initiative for Climate Action Transparency (ICAT).
The peer-review process is a key element of the reporting framework under the Paris Agreement. In particular, all National Inventory Reports (NIRs) submitted by countries to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) undergo a Technical Expert Review, conducted by accredited independent UNFCCC experts. These experts identify inaccuracies and reporting gaps that must be addressed to avoid a non-compliance status.
To enhance the quality of reporting from Central Asian countries and deepen understanding of the technical review process, a dedicated training has been developed. This training is the first under the ReCATH module focused on enhancing GHG inventory quality and strengthening peer-to-peer learning.
The main goal is to equip members of the ReCATH Technical Working Group and national GHG inventory teams with the knowledge and practical skills to conduct effective peer reviews. It will also help to establish structured peer-review mechanisms within national QA/QC (Quality Assurance/Quality Control) systems.
Another key goal is to prepare national experts for implementing peer reviews at the country level through collaboration in regional working groups formed during the first phase of the project. This approach will allow participants to:
- Improve report quality before submission to the UNFCCC,
- Apply the skills gained through practical peer-review exercises,
- Clearly define next steps to strengthen national MRV (Monitoring, Reporting, and Verification) systems.
During the training, participants will:
- Gain knowledge and hands-on experience in conducting peer reviews;
- Explore international practices, including EU experience and the 2006 IPCC Guidelines;
- Participate in practical review sessions of national GHG inventory sections in sectors such as energy, agriculture, waste, and IPPU (Industrial Processes and Product Use);
- Join a “Training of Trainers” module to build their capacity to share knowledge and train peers in their home countries.
The training is intended for members of the ReCATH Technical Working Group on Inventories and national experts from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.
Before the training, participants will prepare selected sections of their national GHG inventories to be used in the practical sessions. After the event, they will have 3–4 months to complete the peer reviews, with access to online consultations from trainers.
