Meeting of the Coordination Council for the implementation of environmental projects in the Kyrgyz Republic

On 9 April 2025, a meeting of the Coordination Council for monitoring and implementation of environmental projects from international development partners was held within the walls of the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic.

The meeting was attended by Deputy Ministers of the Ministry of Natural Resources and the Environment, Kubat Kaseinov and Asel Raimkulova , heads of relevant departments, as well as coordinators and managers of projects and programs of development partners: UNDP, FAO, WFP, GIZ , JICA , the Regional Environmental Centre for Central Asia (CAREC), and other partners.




Deputy Minister Kubat Kaseininov noted that international organizations and government agencies should closely cooperate with the Ministry and their structural divisions and promptly inform about the implementation of projects, achievements and problems. The Ministry expresses its gratitude to all donor organizations and partners, and is always ready to help in the successful implementation of projects.

 





The FAO/GEF project: “Implementation of the National Biosafety Framework in the Kyrgyz Republic in accordance with the Cartagena Protocol on Biosafety” has been implemented by the CAREC Branch in Kyrgyzstan since the end of 2024; and Namazbek Abdykerimov, specialist of the CAREC Branch for the identification of living modified organisms presented the report.


He presented information on the work done on the project for 2024: the project started in 2023, after coordination with the Ministry of Natural Resources, Environment and Technical Supervision. The objective of the project is to support the establishment at the national level of a comprehensive and effective regulatory framework on biosafety in accordance with the Cartagena Protocol on Biosafety and the creation of technical capacity for the implementation and enforcement of the Protocol at the national level.

The objectives of the project are to provide technical guidance and assistance in the implementation of biosafety regulatory frameworks at the national level, including the establishment of administrative systems and institutional mechanisms such as GMO detection laboratories and human resources capacity.

In 2024, within the framework of the project, FAO provided technical support for the development of the law on biosecurity and in early 2025, the President of the Kyrgyz Republic Sadyr Japarov signed the law “On Biological Safety in the Kyrgyz Republic.”

 

Today, the ministries of the Kyrgyz Republic are conducting an inventory of regulatory legal acts to ensure compliance with this law.

On 31 March 2025, the Ministry of Natural Resources, Ecology and Technical Supervision convened an interdepartmental group created to coordinate the implementation of the project. At this meeting, issues related to the inventory of regulatory documents were discussed.
