Central Asia Climate Change Conference (CACCC-2025): Climate Finance for a Sustainable Regional Future

Ashgabat, Turkmenistan – May 13–15, 2025

From May 13 to 15, 2025, Ashgabat, Turkmenistan, will host the Central Asian Climate Change Conference (CACCC-2025). This key regional event is organized by the Regional Environmental Centre for Central Asia (CAREC) in partnership with the Government of Turkmenistan, with support from the World Bank (WB) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

Theme of CACCC-2025: “Achieving the Global Climate Finance Goal Through Regional and National Actions in Central Asia”

The conference will focus on turning climate ambitions into concrete local actions, supporting climate finance, and strengthening regional cooperation. It will pay particular attention to decisions made at the 29th Conference of the Parties (COP29) to the UNFCCC in Baku and preparations for COP30 in Brazil, as well as to strategies for mobilizing financial resources to mitigate and adapt to climate change impacts across Central Asian economies.

▪ Climate finance mechanisms and investments in sustainable development

▪ Innovative solutions in climate policy, water resource management, and energy

▪ Regional cooperation in Central Asia on climate change adaptation

▪ Alignment of national climate strategies with the global climate agenda

Expected outcomes:

▪ Development of a strategy to increase climate finance in the region by 25% over the next five years

▪ Preparation of decisions on updating Nationally Determined Contributions (NDCs 3.0) under the Paris Agreement, adopted at COP21 in Paris in 2015

▪ Strengthening of cross-border cooperation mechanisms to address shared climate challenges

▪ Presentation of innovative practices and technologies for sustainable regional development

Participation format and key events:

The conference will be held in a hybrid format, enabling in-person and online participation. The program includes plenary sessions, panel discussions, a press conference, and thematic sessions on climate initiatives and financial instruments. Site visits are also planned to showcase successful examples of climate change adaptation.

About CAREC:

The Regional Environmental Centre for Central Asia (CAREC) is an independent, non-political, non-profit international organization established in 2001 by the governments of five Central Asian countries—Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Turkmenistan, and Republic of Uzbekistan—along with the European Union and UNDP, following a decision of the 4th Pan-European Conference held in 1998 in Aarhus, Denmark. CAREC has a unique mandate granted by the five Central Asian countries, and its mission is to assist them in addressing national and regional environmental challenges.

The RESILAND Tajikistan project is aimed at restoring degraded landscapes, improving the living conditions of rural communities and increasing climate resilience in target regions of Tajikistan. Overall, the project combines environmental sustainability with economic development by restoring natural ecosystems, implementing climate-resilient practices and delivering long-term benefits for people and the environment.

CAWEP is a partnership between the World Bank, the European Union, Switzerland and the United Kingdom that aims to create conditions for increasing water and energy security at the regional level and in the beneficiary countries in the face of a changing climate.

The GIZ Climate Risk Management in Central Asia programme is part of the regional climate and security initiative of the Federal Foreign Office of the Federal Republic of German Green Central Asia, which supports high-level policy dialogue between the Central Asian states to create better access to information and data so that countries can better understand the impacts of climate change and develop joint measures to prevent them.
